All Boivin, considered the most wanted fugitive in Canada, has been arrested in Spain, according to Quebec provincial police.

Boivin, who is 36 years old, had been on the run since February 2023.

"The arrest of All Boivin represents a major milestone for public safety in Quebec and for the fight against organized crime," says Johanne Beausoleil in a Sûreté du Québec (SQ) news release.She says the arrest is the result of long-term investigative work of the SQ and its partners throughout Canada and internationally. She says it highlights the importance of intelligence sharing and co-ordination between law enforcement agencies.

In December 2024, Boivin and another Quebecer — Dave Turmel — topped the Bolo Program's list of the country's most wanted fugitives. Launched in 2018, the list amplifies priority wanted notices issued by Canadian police services."Criminal groups evolve, relocate and attempt to exploit borders to escape justice. Our response must likewise be co-ordinated, agile and determined," Beausoleil says, thanking all the agencies involved in the arrest.

Boivin, who is from Saguenay, Que., faces several criminal charges related to breaking and entering, kidnappings, aggravated assaults as well as drug and arms trafficking, reads the release from the SQ.

The Bolo Program has been offering a reward of up to $100,000 to anyone with information that would lead to his arrest.

Turmel was arrested in Italy a few months later and remains detained there while fighting extradition.
