Dubai's Business Ecosystem: A Global Hub for FDI and Startup Growth

Dubai has positioned itself as a leading destination for companies seeking to enter new markets, with a focus on reducing barriers and fostering growth. According to data from the Financial Times fDi Markets database, cited by Euronews, the emirate ranked as the world's top destination for greenfield foreign direct investment (FDI) projects for the fifth consecutive year in 2025. These projects accounted for US$8.83 billion in capital and supported the creation of 38,918 jobs, marking an 18.8% year-on-year increase.

Dubai also retained its global leadership in headquarters greenfield FDI projects for the fourth straight year and ranked first for artificial intelligence-related greenfield projects for the fourth year running. The cultural and creative industries saw similar success, with Dubai attracting 754 greenfield projects and US$3.76 billion in capital in that sector, also for the fourth consecutive year.

The startup ecosystem has shown robust momentum. Dubai Chamber of Digital Economy supported the establishment and expansion of 1,690 digital startups during 2025, a 39.7% year-on-year growth, with international companies making up 75% of the total. These figures indicate growing investor confidence in Dubai as a place to establish, invest, and expand.

Saeed Al Gergawi, Vice President of Dubai Chamber of Digital Economy, commented that Dubai has built an ecosystem enabling companies to move quickly from identifying an opportunity to establishing and scaling their business. He noted that the focus is on simplifying that journey and connecting entrepreneurs with services, partners, investors, and customers needed for growth.

Dubai's commitment to future-ready industries is evident in initiatives like a two-year program led by Dubai Chambers to accelerate the adoption of Agentic AI across the business community, providing training and support for companies to apply the technology effectively.

For market entry, Dubai offers 100% foreign ownership, full profit repatriation, and over 20 specialized free zones. The Dubai Startup Guide 2025 provides practical information on legal frameworks, visas, funding, and support services. The Business in Dubai platform, launched with 65 value-added services through seven accredited partners, supports companies in establishing and expanding operations.

Dubai's approach includes a government-business feedback loop. In 2025, Dubai Chamber of Commerce reviewed 54 laws and draft laws with Business Groups, achieving a 60% adoption rate of private-sector recommendations. These groups offer a formal channel for companies to raise issues and contribute to legislative discussions. This proactive advocacy supports the Dubai Economic Agenda (D33), launched in 2023 with a ten-year goal to double the emirate's economy by 2033.

To help companies scale, Dubai Founders HQ was launched in October 2025 by the Dubai Department of Economy and Tourism and Dubai Chamber of Digital Economy. It brings together founders, investors, corporates, and ecosystem enablers through a physical campus and digital platform, with more than 25 public and private-sector partners at launch. The initiative provides access to business set-up resources, acceleration programs, mentorship, investor connections, licensing support, and networking opportunities. It also supports D33's objectives of enabling 30 startups to become unicorns and helping 400 SMEs expand by 2033.

Dubai's proposition extends beyond a fast route to incorporation, aiming to reduce friction at multiple stages: entering a market, operating within its rules, accessing infrastructure and networks, engaging with government, and scaling. The continued leadership in attracting greenfield FDI suggests that international investors and companies are responding to this environment, which is designed to help them establish, invest, and build their next stage of growth.
