II Regional Seminar: Artificial Intelligence and Electoral Management in Latin America and the Caribbean
International IDEA and the Central Electoral Board of the Dominican Republic (JCE); under India's Chairship of International IDEA and with the support of strategic partners (the Election Commission of India (ECI); the India International Institute of Democracy and Election Management (IIIDEM); Microsoft; CAF – Development Bank of Latin America and the Caribbean; and the Delegation of the European Union in Guatemala) will hold an event to advance towards common standards on responsible use of artificial intelligence (AI) in electoral contexts.
The II Regional Seminar on AI and Electoral Management in Latin America and the Caribbean will take place on 29-30 July 2026 in Santo Domingo, Dominican Republic.
This seminar continues the first regional seminar held in May 2025 in Panamá, which gathered electoral authorities and specialists to analyse the impact of emerging technologies on democracy and electoral integrity.
Similarly, authorities of electoral management bodies from Latin America, the Caribbean, and India will gather. Also, there will be international experts, academics, members of civil society, and representatives of the technological sector to exchange experiences on AI, identify challenges, and explore opportunities.
This seminar aims to strengthen the capabilities of electoral management bodies regarding emerging risks, take advantage of new opportunities, and contribute to the development of an AI governance framework that promotes an ethical, transparent, and responsible use.
The agenda includes high-level sessions, comparative analyses, specialized panels, technical workshops, and discussion aimed at promoting regional cooperation. Additionally, advances and recommendations will be presented for the development of a regional roadmap on AI and electoral management, with the goal of strengthening democratic resilience, the integrity of electoral processes, and public trust in democratic institutions.
In its second edition, this initiative aims to establish itself as a regional reference for the exchange of knowledge, the creation of alliances, and the coordination of collective responses to the challenges and opportunities that AI presents for democracy in Latin America and the Caribbean.
The seminar will also promote the exchange of experiences and best practices to support the design of policies, protocols, and tools that allow electoral bodies to adapt to the growing impact of AI on the electoral cycle.
