Level 5 Emergency Warning for heavy rain : JMA news conference
The Japan Meteorological Agency says: "This is the kind of heavy rain that people have not experienced before. It's highly likely that disasters have already occurred in areas expected to be flooded. ... As there is an imminent risk to life, people need to immediately ensure their safety."
