Tainan’s Qigu Science and Technology Industrial Park gains new tenant

TAIPEI (Taiwan News) — Hwa Mei Food purchased nearly 2 hectares of industrial land in Tainan’s Qigu Science and Technology Industrial Park and plans to invest NT$600 million (US$18.9 million) in a new frozen food factory.

The Tainan Economic Development Bureau said Sunday that the company plans to build an automated factory using smart manufacturing and high-standard cold-chain technology, with two main production lines for frozen pastries and rice-based products, per CNA.

The project is part of its parent group’s efforts to develop next-generation frozen foods and upgrade traditional food manufacturing through automation and intelligent production. Tainan Mayor Huang Wei-che (黃偉哲) said the industrial park is an important engine for industrial development along Tainan’s coast. Its transportation links and access to local agricultural and fishery resources were among the factors attracting companies, per a press release.

Huang said that since the investment promotion campaign began in 2024, the Qigu Science and Technology Industrial Park has completed five rounds of land auctions, attracting 38 companies. The investments are expected to create more than 6,000 jobs.

As of May 2026, seven companies were under construction in the industrial park, 24 had submitted landscape review applications, and three were expected to be completed by the end of the year. The park has already begun to form industrial clusters in automotive parts, metal products, and plastic products, showcasing its attractiveness as a high-value-added, low-pollution industrial hub.

The Tainan Economic Development Bureau said changing consumer habits have increased demand for convenient, ready-to-eat frozen foods. This has encouraged traditional food manufacturers to adopt smart manufacturing and improve production efficiency.

The city said it will provide companies with assistance through a single investment window, including coordination of water, electricity, gas, and other industrial infrastructure. The park also features a service center integrated with a Taiwan Power Co. substation to provide stable electricity for manufacturers.

The Qigu Science and Technology Industrial Park covers 141 hectares and is located near Provincial Highway 17 and National Freeway 8. It is positioned as a supporting industrial area for the Southern Taiwan Science Park and is expected to attract about NT$29 billion in investment.
